To top it all off, the state’s credit rating is one step away from junk status, the lowest of any state. Because of these factors, Illinois may become the first state to declare bankruptcy since the Great Depression.


I don't see how they can declare bankruptcy because a state is defined by its borders in its Constitution. They can spell a state in upper and lower case letters or all capital letters, but it won't change the fact that if a state is not defined in its constitution as a corporation, it (land) cannot go bankrupt. Maybe I'm missing out on something here.

A real pickle.

Bankrupting the state would have to go to the voters, which is the same as asking the voters to dissolve the state. State politicians would then be exposed once and for all for what they are: irresponsible financial dunces. It's not likely to pass a single vote.

Most states are financially embarrassed. It is not just those 2 states. Unfunded pension plans, overspending, and overtaxing went from coast to coast.
